The New York City Business Integrity Commission (BIC) conducts background investigations and issues licenses and registrations to the following categories of Trade Waste businesses in the City:

  • Self-hauler
  • Putrescible carter
  • Construction and demolition
  • Trade waste brokers

The City also conducts background investigations and issues registrations to food wholesalers and businesses located or operating within a designated public wholesale market that possess good character, honesty and integrity. The City currently regulates four public wholesale markets:

  • New York City Terminal Market (Hunts Point Produce Market)
  • Hunts Point Cooperative Market, Inc. (Hunts Point Meat Market)
  • New Fulton Fish Market at Hunts Point
  • Brooklyn Wholesale Meat Market

Appointments are accepted for the following:

  • Application review
  • Picking up/returning/transferring BIC license plates
  • Fingerprinting
  • Signing approval orders
  • Purchasing BIC decals
  • Submitting payment for a bounced check.
